The second wave of "Cosmic Character Packs" was dubbed the "Solders of the T.U.5.C.C." series. It included 8 different sets, each paint matched to work with a specific Cosmic Legions figure, with the focus clearly on the Traders Union of the 5 Circles of Cosmerrium. Unlike the first wave, which was almost completely repainted heads that head been seen previously, this second wave included a number of newly sculpted heads that debuted in this release. Upgrade sets for the following were released:

• Science Officer Legion Builder (included 2 brand new heads plus extra hands and feet)
   
• Sentry Legion Builder (2 heads, 2 face plates, and a flexible tube)
   
• Engineer (2 heads, 2 face plates, and a neck peg)
   
• Experiment AA-20 (2 heads - 1 of which was brand new, and 2 sets of hands)
   
• Experiment CC-24 (2 snake heads, a bendable tail, and a pelvis piece)
   
• Wal-torr the Mad (deluxe set with 2 zombie heads plus a neck peg, upper arms and legs, hands, and feet)
   
• Opor-A-Tiv83 (deluxe set with 3 brand new heads)
   
• T.U.5.C.C. Soldiers (deluxe set with 3 heads - one for Gravekeeper, one for PIlot, and a brand new head for the Heavy Gunner - also included a tube and hinged next peg)
